Owen Phillips is a minor character in the novel, It. He once had foolishly laughed at a boy named Reginald "Belch" Huggins after he got struck in the head with a baseball. Unfortunately for poor old Owen, Belch had beaten him up so badly that he ran home screaming that day, with a giant hole in his pants.

The name Owen Phillips is a reference to Stephen King’s third and youngest child, Owen Philip King.
