James O. Cox is a colonel in the United States Army, and a friend of Dale Barbara.
On Dome Day, Barbara asked Paul Gendron to contact Cox after the invisible barrier separated Chester's Mill, Maine from the rest of the world. Gendron presumably made contact with Cox; later that night, Cox called Julia Shumway and asked her to locate Barbara and meet him at the barrier where it cut across Little Bitch Road.
