Franklin "Frank" DeLesseps (d. 24 Oct 2012) was a resident of Chester's Mill, Maine. He was friends with Junior Rennie, Melvin Searles, and Carter Thibodeau, and was the boyfriend of Angie McCain. His relation, if any, to Rawlie DeLesseps is currently unknown.

On 20 October 2012, he and his friends beat up Dale Barbara in the parking lot of Dipper's Roadhouse, leading to Barbara's attempted exit from Chester's Mill. The next day, Jim Rennie, Andy Sanders and Andrea Grinnell agreed to offer DeLesseps, as well as Junior, Searles and Thibodeau, jobs as temporary police officers. The next morning, the four, along with Georgia Roux, were sworn in as Special Deputies, and worked security at the joint protest/prayer-group in the field of Dinsmore's farm. As the demonstrators left for the afternoon, he groped Samantha Bushey, and later that night, he, Searles, and Thibodeau raped Bushey in her trailer while Roux watched.

The next day, he, Thibodeau, Roux and Fred Denton were confronted by Piper Libby on the steps of the police department building after Libby got the names of Bushey's rapists from her. That night, he, Thibodeau, Roux and Searles were called in to give their statements before Peter Randolph and Jim Rennie regarding the rape allegations and the altercation with Libby. All lied, and Rennie accepted their word, sending them home.

On the morning of the 24th, he was stationed in front of the Food City, which Rennie ordered closed until further notice. He witnessed Roux being hit in the mouth with a rock thrown by Sam Verdreaux, which shattered her jaw and knocked out most of her teeth, inciting a riot. Roux was taken to Catherine Russell Hospital, and DeLesseps visited her later that night - the only member of the temporary police force to do so. Both were shot and killed at the hospital by Bushey.
