Officer Aloysius Nell is a character in Stephen Kings IT; he was an Irish cop who stops the Losers' Club down by The Barrens. He is part influence for Richie's Irish Cop Voice that he uses in the final confrontation with IT (creature) as children.
Speculation
Because the man seems like one of the few truly caring adults in Derry, and becomes relevant to Richie's fight with IT, there is speculation he may have had an encounter with IT when he was a child that allowed him to be less affected, or had the ability to 'Shine', similar to Dick Hallorann.
